What is ArenaNet's opinion about ranger spirits in Aspenwood? I used a build which changed the conditions a bit because wanted to have something new, then some retard spammed the team chat that my spirits were bad and I got four leech reports. The hex was short, but people can report others if they think that some skills are bad?

Because self-policing in an MMO is a terrible idea that will never work in any circumstance ever.
Exhibit A: the /report "feature" in Guild Wars....
If mmo players were mature enough to self-police they wouldn't need a way to go crying to mommy anyway.
On a more serious note, I did actually try it a few times, but nobody else on my team could be bothered, so I got kicked out instead. Yay.

Because nobody else does, and I've seen various cases where you report one, they're not afk, and the whole sodding team of leechers cheerfully /reports you back. So you get the dishonour and they get off scot free.
Not very encouraging for would-be /reporters, is it?

I don't report most people for anything because it would mean that I care, and one thing that an asshole loves and feeds off of is pissing others off; they don't care that they do it, so why should I give them the satisfaction? It may seem like backwards logic, but I really, really just don't care. If my teammates want me to, then I may, but I'm not going to actively seek vengeance on a person I'll probably never play with again.
I also don't report people for usernames or flaming me, etc. I think it's RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GOing retarded to be offended by a username, and flamers are at least a little bit hilarious. Just shrug them off. They're probably some 15 year old kid who won't get laid for another decade There's always the ignore list, too.
I guess I kinda think the /report function is for cry-babies . Sorry =O

Which is fine, but some of us want to actually use chat and whispers and whatnot to actually have conversations that could at least be described as "not massively and unrelentingly stupid" in the game, and they screw that all to hell.
I've said it before, I'll say it again, I would happily pay a premium for access to a heavily moderated server that kept the children permanently at bay. There are more than enough places on the internet to be stupid. I want one where being stupid is strictly forbidden and any intentional attempt at stupidity is actively, mericlessly, and permanently crushed beneath the cold, steel-toed boot of a wrathful moderator.
Also, I may take the internet a little too seriously....

See, they don't have to say that it's because they think your skills are bad. They'll just claim you're leeching (y'know, because obviously you're not contributing anything if they don't like what you're doing) - and since you had enough people reporting you, dishonourable hex it is.
Short answer: yes they can, and you can't do anything about it except suck it up.

I'm always afraid that if I /report a legitimate issue, Anet won't be able to find it or figure it out and assume I'm faking it. Then I get banned. Maybe not likely but still, being an American has conditioned that in my mind. If I can walk away from something I witnessed unaffected, I simply walk away. It's not worth the trouble to get involved. It's not something I agree with but it's a matter of survival. I want to keep my account. That's a small scale comparison to real life where I want to avoid having a criminal record, avoid retaliation from people who get arrested, and avoid being pulled from work to show up at some court or police station which will still get me fired from my low wage mcjob. I guess that translates to me in this game. Just like it does in the work place. If I can walk away like I wasn't there and saw nothing, that's what I do. So no, I don't do the /report thing.

No competent employer in the U.S. would fire you for cooperating with a police investigation or testifying in court. That may even be illegal, and anyone it happened to would do well to immediately seek an attorney's advice regarding the legal process known as "suing the bejeezus out of them".
Now, in ANET's case it's entirely different. Testifying against leechers is a very good way to get a temporary PvP ban, unfortunately. Sadly, that's what happens when you try to use a small perl script as a moderator.
